How to start
Look at the empty quilt row. Choose strips and join them end to end so they fill the row exactly. Check for a gap or an extra piece extending beyond the end.

A gentler start
Use the first level with one strip. Point to both ends of the row before comparing the choices.
A little more thinking
Predict how much space remains after the first strip. With paper strips, find two different ways to fill a row of the same length.
